Collaborative Influence: A case-study in reversing policy decisions and impacting music education.

Since Proposition 28 passage in November of 2022, some school districts have struggled to fulfill the intent of supplementing music education, not supplanting. While there are many cases of districts investing in arts education, fulfilling the edict of the voters, there are a few that leverage these funds to solve some other financial issue(s). This session will describe a successful approach that can be used in any size school districts throughout the state not only to help to utilize prop 28 funds by their intent, but to also develop a long lasting partnership with multiple stakeholders that will provide support for arts education in your district.

Russ Sperling

Russ Sperling is Director of Visual and Performing Arts (VAPA) for San Diego Unified School District.  He is responsible for all components of arts education in California’s second largest school district.  Under his leadership, the district has adopted two Strategic Arts Education Plans, one in 2016 and one in 2022, both resulting in substantial increases in district support for arts education.  He led the establishment of the non-profit VAPA Foundation in 2017, that raises funds to enhance arts education in San Diego schools.
